The Qualified Investor Visa — Securities Investment Packages is designed for clients who want more than the essential banking, brokerage, MICI and immigration workflow.
For many investors, the securities investment option is not only an investment-residency transaction. It is also a family relocation and settlement project. After accounts are opened, funds are transferred and the application is approved, the client may still need to travel to Panama, coordinate resident cards, obtain cédulas, arrange temporary or long-term rental housing, secure local connectivity and evaluate a Panama tax ID when applicable.
The Premium Package adds a practical arrival and post-approval layer to the core securities investment workflow.
This package may be suitable for clients who:

1. Strategy and category comparison
The process begins with a comparison between the securities option and other Qualified Investor routes. The objective is to coordinate a more informed roadmap, not to provide investment advice. Investors comparing capital structures can also review the bank deposit packages and real estate packages before committing capital.
The Qualified Investor subcategory was created as a permanent residence route for investors, and investments must be maintained for a minimum period of five years. If the investment ceases to exist before that period and is not reinvested under the decree, the permanent residence may be subject to cancellation.
2. Preliminary due diligence and document collection
CitizenResident helps coordinate preliminary due diligence organization for bank, brokerage, legal and authority workflows.
3. Roadmap and timeline action plan
The Premium Package includes a more detailed action plan showing dependencies among bank onboarding, brokerage onboarding, investment selection, funds transfer, certifications, MICI, immigration and travel planning.
4. Coordination with financial advisors and investment providers
The client may coordinate with financial advisors or investment providers to evaluate securities or investment funds. The selected option should be reviewed by the immigration lawyer and aligned with MICI certification requirements.

5. Document legalization and translation coordination
Documents may be needed for the bank, brokerage house, MICI and Immigration Office. The Premium Package may include translation coordination within approved limits and more structured tracking of legalization and translation status.
6. Personal bank account coordination
CitizenResident helps coordinate bank account documentation and communication. Bank approval remains subject to the institution’s compliance review.
7. Brokerage account coordination
CitizenResident helps coordinate the documentation workflow for brokerage account opening and related communications with the selected provider.
8. Funds transfer and compliance follow-up
The Premium Package includes enhanced follow-up around transfer timing, intermediary bank requests, compliance questions and supporting documentation.
This is often important because international transfers may trigger additional questions from sending, receiving or intermediary banks.
9. Brokerage house and SMV certification coordination
MICI requirements for securities investment certification include documentation issued by the brokerage house and certification from the Superintendencia del Mercado de Valores related to the securities registration.
CitizenResident helps coordinate the workflow; the documents must be issued by the corresponding entities.
10. MICI and Immigration Office submission workflow
Once the investment evidence is ready, the legal partner coordinates the filing workflow before MICI and the National Immigration Service. The current framework is governed by Executive Decree No. 17 of September 8, 2026, which replaced Executive Decree No. 722 and its amendments.
11. Airport VIP pass, transportation and SIM card
The Premium Package may include airport VIP pass coordination, airport-to-city transportation and local SIM card assistance, subject to provider availability and approved scope.
12. Travel to Panama for permanent resident cards
After approval, the client and family may need to travel to Panama for permanent resident cards, photographs, registrations and other post-approval steps.
13. Local rental coordination support
The Premium Package may include assistance coordinating local rental options for the client’s stay or settlement period. CitizenResident does not act as a real estate broker. Brokerage services, when required, are handled by appropriately authorized providers.
14. Panamanian cédula coordination
After permanent residence approval and issuance of the required immigration documents, cédula coordination may be required before the competent authority. The Premium Package includes coordination support for this step.
15. Panama tax ID coordination, if applicable
Some clients may need a local tax ID depending on banking, rental, corporate, accounting or tax planning needs. CitizenResident may help coordinate this process with the appropriate professional or authority when applicable.
16. Special Travel Passport roadmap
The Special Travel Passport application is not included. It may be considered separately after permanent residence approval, subject to current regulation, Passport Authority procedures and professional confirmation. The National Assembly has described the special passport benefit for permanent residents under the Qualified Investor subcategory and their dependents.

Phase 2 — Documents, legalization, banking profile and source-of-funds preparation
Prepare the client file for bank, brokerage, legal and authority review, including foreign-document legalization or translation where required.
Estimated time: 1–4 weeks, depending on document availability and country of issue
Phase 3 — Bank and brokerage onboarding
Coordinate KYC submissions, provider communication and follow-up. Account approval remains subject to institutional compliance review.
Estimated time: 2–6+ weeks after complete onboarding files are submitted
Phase 4 — Investment execution and enhanced funds-transfer follow-up
Align investment execution and international transfer timing with the licensed financial provider, bank compliance and immigration requirements.
Estimated time: 1–3 weeks after accounts and investment instructions are ready
Phase 5 — Brokerage, SMV and MICI certification preparation
Organize the investment evidence and certifications needed to support the Qualified Investor filing.

Phase 6 — Immigration filing and authority review
Licensed immigration counsel handles the regulated filing and representation. Additional authority requests can extend the review.

Phase 7 — Panama arrival and permanent-resident card coordination
Coordinate family travel, resident-card steps, local connectivity and approved arrival support.

Phase 8 — Cédula, tax ID and local settlement follow-up
Coordinate the post-approval items included in the approved proposal, which may include cédula, tax ID and local rental support.

Unless expressly included in the approved proposal, the Premium Package does not include:

The Premium Package is recommended for clients who want the securities investment route coordinated as a full relocation and post-approval experience, not only as an investment and filing workflow.
It is especially valuable for investors relocating with family, clients arriving in Panama for the first time, or clients who want a smoother transition after approval.
After the Qualified Investor Visa process is completed, some clients may want ongoing support for investment-maintenance reminders, bank updates, brokerage documentation, local rental matters, tax ID follow-up, translations, cédula, document organization or communication with different professionals.
In that case, CitizenResident may offer the ongoing post-approval coordination service as a separate continuity service.
