Under Executive Decree No. 722, Panama created the subcategory of Permanent Resident as a Qualified Investor within the permanent resident category for economic reasons. The decree provides that the Ministry of Commerce and Industries certifies to the National Immigration Service that the investment meets the required parameters.
For real estate investment cases, official requirements refer to Public Registry certification proving ownership and certification from the National Land Titling Authority confirming the value of the real estate.

The applicable Qualified Investor framework can recognize qualifying real estate investment structured through a promise-to-purchase contract and a trust deposit managed by an authorized local bank or trust entity, subject to professional confirmation for the specific transaction.
This is why sequencing matters. The client should not treat the property purchase, bank transfer, legal due diligence and immigration application as separate unrelated steps. They are connected.

A transaction-ready client with substantially complete documents may move faster, while property selection, bank onboarding, source-of-funds review, preconstruction trust or guarantee arrangements, title registration, ANATI/MICI certification, or foreign-document preparation can extend the schedule. The government review stage is commonly estimated at approximately 30–45 days after a complete qualifying filing is submitted, but the full project also includes the investment and documentation stages that come before it.

2. Preliminary due diligence and document collection

This may include identity documents, proof of address, source-of-funds evidence, tax information, family documents, corporate documents when relevant and other supporting materials requested by banks, developers, trustees, attorneys or authorities. 3. Roadmap and timeline action plan

5. Property search and project selection coordination
CitizenResident may help coordinate communication with developers, brokers, private sellers or real estate professionals. When the acquisition requires a broader transaction workflow beyond the visa package, broader real estate transaction coordination can be coordinated separately. CitizenResident does not act as a real estate broker. Brokerage services, when required, are handled by appropriately authorized providers.
6. Independent legal and tax review
The property should be reviewed by independent legal professionals before signing or transferring funds. Tax, accounting or estate-planning issues should be reviewed by appropriate professionals when relevant.
7. Personal bank account coordination
A personal bank account is often recommended for source-of-funds documentation, payment flow, local expenses, property payments and post-arrival settlement, but it may be optional depending on the structure. More complex onboarding and transfer preparation can be supported through Banking Solutions & Coordination. Bank approval is subject to compliance review and is never guaranteed.
8. Preconstruction trustee or guarantee workflow
If the client chooses a preconstruction project, the structure may require a trust deposit managed by a licensed local bank or trust entity, or a guarantee structure involving a developer’s bank guarantee or other approved mechanism. Under the real estate promise-to-purchase structure, the decree refers to a trust agreement where the amount in trust is disbursed in partial payments related to the obligations assumed under the promise to purchase contract.
9. Funds transfer and intermediary bank follow-up
The transfer of funds may require follow-up with sending banks, receiving banks, intermediary banks, developers, trustees or escrow providers. Compliance teams may request additional documents before releasing or accepting funds.
10. Public Registry and ANATI certification workflow
For real estate investment cases, official requirements refer to certification from the Public Registry proving ownership and certification from the National Land Titling Authority confirming property value.
11. MICI and Immigration Office workflow
Once the investment documentation is organized, the workflow may proceed through MICI certification and immigration filing. The decree provides that MICI certifies to the National Immigration Service that the investment meets the required parameters.
12. Travel to Panama for permanent resident cards
After approval, the client and family may need to travel to Panama for resident cards, photographs, registration and related steps.
13. Cédula and post-approval coordination
Depending on the approved package, CitizenResident may coordinate cédula steps after permanent residence approval.
14. Annual investment confirmation
The qualifying investment must be maintained for a minimum of five years. The decree states that MICI must annually submit proof to the National Immigration Service that the investment is still maintained until the five-year period is completed.
This annual investment-confirmation service is not included in the Basic or Premium Packages. It may be quoted separately or included under the ongoing post-approval coordination service.
15. Special Travel Passport roadmap
The Special Travel Passport application is not included. It may be considered separately after permanent residence approval, subject to current regulation, Passport Authority procedures and professional confirmation.
